When Bali was divided into smaller kingdoms, Nusa Penida reached its lowest level. Nusa Penida was proclaimed as part of the Kingdom of Krunkun region under the rule of I Dewa Agung Putra and pledged his influence in Nusa Penida.
The Kingdom of Krunkun and some of its allies (such as Gianyar and Banguri) have made Nusa Penida the main prison for law violators sentenced to life imprisonment. Nusa Penida was chosen because its natural conditions were thought to afflict those convicted.
In addition to the dry conditions of the long dry season of the island, the sea fortress around the fast-flowing island with large waves convinced the kings that no one could survive there.
